BACKGROUND...
Armory Square Apartments was comprised of 72 units within a structure composed of nine identical, attached buildings, located at the corner of Main and Union Streets in Windsor, Vermont. Built circa 1922, the project has provided low-income housing since its rehabilitation in 1989. More recently the building has become physically deteriorated.
REHABILITATION...
The rehabilitation under way at Union Square (formerly the NAMCO Block), provides for the complete renovation of the building. The scope of work is extensive, reflecting substantial deferred maintenance. The exterior masonry will be re-pointed and the parapet masonry will be rebuilt. A new, insulted roof will be installed. The rear porches will be replaced and two new stair towers will be built at the ends of the building. New, high efficiency boilers and distribution systems will be installed to be fired by fuel oil or wood pellets. Exterior walls will be insulated and new exterior and interior doors installed. All windows will be replaced and lead will be mitigated throughout. Electrical systems will be upgraded and a new sprinkler system to serve the entire building will be installed. Kitchens and baths will be modernized and new appliances installed.
The rehab will also provide for the reconfiguration of units to reduce density and increase apartment size. The total number of units at the site will decrease from 72 to 58. The project will no longer be 100% low-income but will provide for mixed-income rentals. Access to the units will be improved with the construction of a multi-story porch system, two stairwells and an elevator tower, all at the rear of the building.
